Washington: Citing national security risks, President Barack Obama on Friday blocked a Chinese company from owning four wind farm projects in northern Oregon near a Navy base where the US military flies unmanned drones and electronic-warfare planes on training missions.

It was the first time in 22 years that a US president has blocked such a foreign business deal.

Mr Obama's decision was likely to be another irritant in the increasingly tense economic relationship between the US and China. It also comes against an election-year backdrop of intense criticism from Republican presidential challenger Mitt Romney, who accuses Mr Obama of not being tough enough with China.

In his decision, Mr Obama ordered Ralls Corp., a company owned by Chinese nationals, to divest its interest in the wind farms it purchased earlier this year near the Naval Weapons Systems Training Facility in Boardman, Ore.

The case reached the president's desk after the Committee on Foreign Investments in the United States, known as CFIUS, determined there was no way to address the national security risks posed by the Chinese company's purchases. Only the president has final authority to prohibit a transaction.

The administration would not say what risks the wind farm purchases presented. The Treasury Department said CFIUS made its recommendation to Mr Obama after receiving an analysis of the potential threats from the Office of the Director of National Intelligence.

Morrow County planner, Carla McLane, said the projects had won county approval and construction was under way until CFIUS issued an order in July that halted construction. She said she does not know what the security concerns were.

Each of the four projects consists of five turbines, each with a two-megawatt capacity, for a total of 10 megawatts per project, or a total of 40 for the four. As the crow flies, Miss McLane said, the projects are about 10 miles from the bombing range - as it's known locally.

The military has acknowledged that it used the Oregon Naval facility to test unmanned drones and the EA-18G "Growler." The electronic warfare aircraft accompanies US fighter bombers on missions and protectively jams enemy radar, destroying them with missiles along the way.

At the Oregon site, the planes fly as low as 200 feet and nearly 300 miles per hour.

The last time a president used the law to block a transaction was 1990, when President George H W Bush voided the sale of Mamco Manufacturing to a Chinese agency.

In 2006, President George W Bush approved a CFIUS case involving the merger of Alcatel and Lucent Technologies.

The Treasury Department said in a statement that Mr Obama's decision is specific to this transaction and does not set a precedent for other foreign direct investment in the US by China or any other country.

China's trade advantage over the US has emerged as a key issue in the final weeks of the presidential campaign. Mr Romney accuses Mr Obama of failing to stand up to Beijing, while the president criticizes the GOP nominee for investing part of his personal fortune in China and outsourcing jobs there while he ran the private equity firm Bain Capital.

Both campaigns are running ads on China in battleground states, especially Ohio, where workers in the manufacturing industry have been hard-hit by outsourcing.

Mr Obama, in an interview Wednesday with The Plain Dealer of Cleveland, said the US must push hard against Beijing but "not go out of our way to embarrass" China.

"We're not interested in triggering an all-out trade war that would damage both economies," Mr Obama said.

The president has the power to void foreign transactions under the Defense Production Act. It authorizes the president to suspend or prohibit certain acquisitions of US businesses if there is credible evidence that the foreign purchaser might take action that threatens to impair national security.

CFIUS is chaired by the treasury secretary. The secretaries of state, defense, commerce, energy and homeland security are also on the committee. The director of national intelligence is a non-voting member.

Earlier this month, Ralls sued the national security panel, alleging CFIUS exceeded its authority when it ordered the company to cease operations and withdraw from the wind-farm developments it bought. Ralls asked for a restraining order and a preliminary injunction to allow construction at the wind farms to continue. The firm said it would lose the chance for a $25 million investment tax if the farms were not operable by December 31.

In a statement Friday, Tim Kia, a lawyer for Ralls, said the project posed no national security threat and said "the President's order is without justification, as scores of other wind turbines already operate in the area."

Ralls dropped its request for a preliminary injunction this week after CFIUS allowed the firm to resume some pre-construction work. With the lawsuit, continuing, the firm's lawyers were expected to react quickly to the administration decision, said a person familiar with the lawsuit who insisted on anonymity because of the sensitive legal repercussions.

Ralls' legal team includes Paul Clement and Viet Dinh, two top law veterans of President George W Bush's administration. Both men were key players in Mr Bush's aggressive national security operation.

Mr Clement, who was solicitor-general and argued administration positions before the Supreme Court, has since opposed the Mr Obama administration's health care plan and defended the Defense of Marriage Act before the top court.

Mr Dinh, a former assistant attorney general who was the main architect of the Mr Bush administration's anti-terror USA Patriot Act, has lately served as a director and legal adviser to Rupert Murdoch's News Corporation.

A second Chinese firm stymied by CFIUS urged US authorizes this week to investigate their firm to quell fears of ties to China's military. Huawei Technologies Ltd. announced in early September that it would unwind its purchase of US-based computer firm 3Leaf Systems after the deal was rejected by CFIUS.

Huawei, one of the world's largest producers of computer network switching gear, has repeatedly struggled to convince US authorities that they can be trusted to oversee sensitive technology sometimes used in national security work. In 2008, CFIUS concerns led Huawei and private equity firm Bain Capital to abandon an $2.2 billion deal to buy a firm that produces anti-hacking software for the US military.

Thiruvananthapuram: KGS Aranmula International Airport Ltd, which is developing India's first private airport at Aranmula, Pathanamthitta district, has received clearance for the project from the Airports Authority of India (AAI), according to the executive director of the developer.

"A team from the AAI visited the site of the airport and gave full clearance for the project. The Rs.2,000-crore airport project is expected to offer a significant development boost not only to Aranmula and Pathanamthitta district, but also to the entire region," said P.T. Nandakumar, Executive Director of KGS.

This airport, once complete, will facilitate the pilgrimage to the Sabarimala temple, as the airport will come up near the temple.


A statement from the developer on Wednesday said recent reports of protests against the airport were based on rumours.

"There was a local shutdown to protest the inclusion of KGS Aranmula Airport project in the recent Emerging Kerala meet. The project was not included in the Emerging Kerala investment meet," the statement said.

Mr Nandakumar said that the KGS Group was committed to preserving Aranmula, which has been identified as a heritage village by the United Nations Development Programme (UNDP) for the implementation of the Endogenous Tourism Project.

"The airport project does not involve displacement of families. Land for the project has already been acquired. Fears on these grounds are completely unfounded," said Mr Nandakumar.

Akshay Kumar, who's new film Oh My God releases on 28th September, rushed home from Jaipur last evening saying wife Twinkle had gone into labour.

Twinkle Khanna, who's been having a difficult second pregnancy, had been advised rest by her doctor. She was unable to participate in the funeral of her father, actor Rajesh Khanna who died on 18th July, because of her pregnancy.

Twinkle and Akshay have a son called Aarav who is 10 years old.

Actress Shilpa Shetty on Monday named Olympic bronze medal-winning boxer Mary Kom as the brand ambassador of Super Fight League (SFL).

Shilpa's husband, Britain-based businessman Raj Kundra, has collaborated with actor Sanjay Dutt for SFL, India's first professional Mixed Martial Arts (MMA) event.

"It's a proud moment for us and SFL. I have always believed in being a trendsetter. The entire idea was of Raj who has made it all possible. I have only been an encouraging wife. We are proud to be associated with Mary Kom," she told reporters here.

Kundra added: "Mary is the mentor for the female fighters and she will also be an inspiration for the male fighters. She has already recommended two to three names for SFL. We will train them and take it ahead." Being launched Oct 12, SFL is the only Pro Mixed Martial Arts (MMA) sporting event in India to be live-streamed across the globe weekly. SFL will see both male and female fighters.

Mary Kom is thankful to Raj and Shilpa and added: "I am glad to be the brand ambassador. I just want to encourage and support everyone. I was fighting for the past 11 years, but only a few people noticed my work. But after the Olympics, everybody recognises me."

Haifa, Israel: While remaining largely unknown in their own country, some Indian soldiers will now become household names in Haifa in northern Israel after figuring in the history textbooks taught at schools for their contribution in liberating this city in 1918.

The municipality of Haifa has gone ahead with its decision to immortalise the sacrifices made by Indian soldiers, many of whom are buried in the cemetery here, by including the stories of their valiant efforts in liberating the coastal city during the First World War in the school curricula as part of the history textbooks.

"The move is a part of Haifa municipalities efforts to preserve the city's history and heritage," Hedva Almog, deputy Mayor of Haifa told people gathered to pay respects to Indian soldiers who made the ultimate sacrifice in the war to liberate the city.

Haifa Historical Society has done an extensive research on the role of the Indian army in the region.

As per their findings, a large number of Indian soldiers sacrificed their lives in this region during the First World War and nearly 900 are cremated or buried in cemeteries across Israel.

Almog said that the municipality is planning big centenary celebrations to commemorate the event in 2018, calling upon India to join hands in making it a success.

Charge de Affaires at the Indian mission in Tel Aviv, Vani Rao, reacted positively to the request extending support in organising the Centenary celebrations.

The Indian army commemorates September 23rd every year as Haifa Day, to pay its respects to the two brave Indian Cavalry Regiments that helped liberate the city in 1918 following a dashing cavalry action by the 15th Imperial Service Cavalry Brigade.

Residents of the Israeli city also celebrate Haifa Day the same day with a series of cultural programmes during the week.

The Karnataka High Court today put a stay order on the ban that the All India Tennis Association had imposed on Mahesh Bhupathi and Rohan Bopanna.

Even before the jubilation of the Davis Cup triumph over New Zealand had died down, the ban on Bhupathi and Bopanna by the AITA had shocked the tennis fraternity on September 16.

Both the concerned players had taken the AITA to court, vis-a-vis the 2-year ban imposed on them. The Karnataka High Court, as of today, provided some relief to the duo. They reacted after not being given a notice regarding the order of suspension that was notified.
According to lawyer Aditya Sondhi, Bhupathi and Bopanna were not informed about the ban and it was only through media reports that both of them became aware. So, the petition was filed on this very basis.

The court has also sent a notice to AITA about the stay order, and said that they can reply to the same.

Earlier, the AITA had planned to stick to a young Indian side and said that they will not include Bhupathi and Bopanna in the Davis Cup squad until the country moves up from the Asia/Oceania Group.

"The young Indian team has done well. After a long time our team is 3-0 up. In Asia/Oceania zone, it will be good to continue with a young team," AITA president Anil Khanna had told PTI then.

It was a clear indication that Bhupathi and Bopanna, who have been ousted from the side on the count of indiscipline, will have to wait for a long time to return to the side.

India cannot reach the World Group play-off stage before the end of 2013 season since it will have to play at least two ties in Asia Oceania group to reach that stage.
The two players had objected to partnering Leander Paes at the London Olympics, following which AITA sent two doubles team - one of Bhupathi and Boppana, and the other of Paes and Vishnu Vardhan.

AITA also decided to go in with a new-look and young team for the ongoing Davis Cup for India's home encounter against New Zealand.

New Delhi: Home grown auto major Mahindra and Mahindra today launched its multi-utility vehicle, the Quanto.

At under 4 metres, the Quanto is the smallest MUV in Mahindra’s stable.

The base version is priced at Rs. 5.82 lakh (ex-showroom, Thane), while the top-end model will set you back by Rs. 7.36 lakh.

The Quanto is powered by a 1493 cc mCR100 diesel engine that produces peak power of 100 bhp at 3750 rpm, and maximum torque of 240 Nm at 1600-2800 rpm.

The seven-seater will be available in six colours—Fiery Black, Java Brown, Mist Silver, Toreador Red, Rocky Beige and Diamond While.

The Quanto has opened up a new segment in the Indian automobile market and has an opportunity to consolidate its presence before others jump in. However, it may see some competition from the passenger car segment due to its pricing. Maruti Suzuki’s Ertiga and Renault’s Duster, among others, are being seen as its competitors for now.

Speaking at the launch, Pawan Goenka, president, automotive and farm equipment, said the Quanto should not face capacity issues the way XUV 500 did. He also added that the company was looking to set up a new plant, but refused to give more details.

The company plans to export the vehicle to Europe and South Africa, said Pravin Shah, chief executive, automotive division.

The smaller length of the Quanto means buyers will have to shell out only 12 per cent excise duty as compared the 27 per cent for larger vehicles.

The company plans to sell 1,500-2,000 Quantos a year.

Mahindra's passenger car sales have outpaced that of local rivals such as Maruti Suzuki and Tata Motors thanks to huge demand for its new XUV 500 and its all-diesel line-up.

“With the Quanto, Mahindra is aiming to fill a need gap in the Indian automotive market for a versatile and compact SUV. We expect the Quanto to offer an exciting upgrade at a premium to customers who are otherwise looking for premium diesel hatchbacks or entry level diesel sedans,” Mr. Goenka had said last month.

The invitation cards are out and the trousseau is being designed but actress Kareena Kapoor is still mum about her much-anticipated wedding with actor Saif Ali Khan.

Kareena, 31, is reportedly all set to tie the knot on October 18 and Saif's mother Sharmila Tagore has sent out the invitations already. But the actress is not ready to acknowledge it yet.

"Whenever Saif and I do it, our fans will hundred per cent know. Nobody knows about my wedding. I want people to talk about my film rather than my wedding. Whenever we decide it is the right time, we will tell the world about it. And currently, this is not the right time," said Kareena, who was in the Capital today to promote her film Heroine.

Reportedly Hollywood superstar Brad Pitt has congratulated Saif and Kareena for their upcoming nuptials. "I am honoured that Angelina and Brad have wished me luck for my wedding. They are lovely people and I would definitely like to meet them," Kareena said.

Even though the to-be-married couple are tight-lipped on the issue, designer Manish Malhotra has also said he is working on Kareena's wedding trousseau.

Kareena is currently excited about her upcoming release, Madhur Bhandarkar's Heroine, where she is playing the lead character of Mahi Arora.

"It's a performance-oriented film and I am playing such a character for the first time which has got so many layers in it. It will definitely break my image of portraying the girl-next-door in films," she said.

Kareena came on board after after Aishwarya Rai Bachchan pulled out of the film due to pregnancy.

"I never had any mental pressure. I always wanted to work with Madhur. When I came on the set I didn't have any pre-conceived notions about him. I came with an open mind and tried to give my best possible shot."

New Delhi: India on Sunday said that Google had blocked access in the country to an anti-Islam film which has triggered protests across the Muslim world as it condemned the "offensive" movie.

"Google India has, in compliance with Indian law, blocked access to the offensive material," foreign ministry spokesman Syed Akbaruddin said.

"India has always strongly condemned all acts that disparage religious beliefs and hurt religious sentiments," he said in a statement, adding that authorities were also "in touch with US officials who share our concerns on the matter".


A Google executive, speaking on condition of anonymity, said on Friday that it had blocked access to Internet users trying to watch the movie via YouTube which it owns.

More than 80 people were arrested in the southern city of Chennai on Friday after an attack by Islamists on the US consulate during a protest against the film.

India has reinforced security at the US embassy in New Delhi and consulates and diplomatic interests in other Indian cities as a precaution against possible protests.

India is home to the world's third largest Muslim population after Indonesia and Pakistan.

Colombo: India's Virat Kohli was on Saturday, named the ODI Cricketer of the Year at the ICC annual awards function here.
Kohli won the award for his consistent performance over the last 12 months during which he amassed runs all over the world and against almost all the countries India played.
During the last one year, Kohli played 31 ODIs and scored 1733 runs at an outstanding average of 66.65, including eight hundreds and six half-centuries.

His highest score was 183, against Pakistan in the Asia Cup.

"I think I have tried to keep things as simple as possible and it's worked for me on the field," Kohli said.

"This year has been a learning curve along the way from the seniors in the team. It's been an all-round effort and I'm very happy to have won this award.

"It's always nice to be recognised by the ICC and it's a great feeling and it's the first time I've won one of these awards and it feels great," he added.

In the 50-over format, Kohli has so far scored 3886 runs from 90 matches at an average of 51.81.

In Test cricket, he has scored 703 runs from 10 matches at an average of 41.35. He has two centuries and five fifties, with 116 being his best.

NYT New Delhi: After years of intense debate, India's government agreed on Friday to open the country's retail sector to global behemoths like Wal-Mart and Ikea, pushing for a profound shift in India's economic and political direction.

India is still mostly a nation of small shopkeepers and farmers, and its economy is heavily controlled by the government, a legacy from decades of socialist policies. But a sharp slowdown in economic growth and a sense of impending political collapse prompted the government to finally act on long-pending proposals to loosen market restrictions in hopes of luring more foreign investment and expertise.

"The time for big-bang reforms has come," the prime minister, Manmohan Singh, said, "and if we go down, we will go down fighting."


Mr. Singh is widely credited with helping bring about India's first great bout of economic changes in 1991, when he was finance minister and India's economy was in a crisis. But his reputation ebbed in recent months as the government's economic agenda stalled and a growing chorus of critics described him as feckless, and worse.

A recent coal corruption scandal has also tainted Mr. Singh and led the country's leading opposition, the Bharatiya Janata Party, to shut down Parliament in recent weeks with calls for his resignation.

"The cabinet has taken many decisions today to bolster economic growth and make India a more attractive destination for foreign investment," Mr. Singh said in a statement. "I believe these steps will strengthen our growth process and generate employment in these difficult times."

But the plans will continue to stir controversy, and it was not clear whether the government's shaky coalition would hold together long enough to carry them out.

Balbir Punj, a spokesman for the Bharatiya Janata Party, told a TV news channel that the measures passed Friday by the governing United Progressive Alliance were "a very cheap attempt by the U.P.A. to divert attention from the 'coal-gate' scam."

"We are totally opposed to it and we are going to fight it tooth and nail," Mr. Punj said of the economic measures, despite the fact that his party had proposed some of them itself when it was in power a decade ago.

Chandrajit Banerjee, the director general of the Confederation of Indian Industry, welcomed Friday's policy changes as well as a measure announced Thursday to reduce government subsidies for diesel fuel. He said the government's policy paralysis had led to despondency among many business leaders, but Friday's announcement was "a tremendous boost not only to the sectors in question, but is a huge mood lifter."

India's retail sector is dominated by small shops, and its wholesale distribution networks are disastrously inefficient. More than a third of the fruit and vegetables grown in India rot or perish between farms and stores, increasing hunger and impoverishing farmers.

Anand Sharma, India's commerce minister, said in a news conference that foreign retailers would bring vital investments in such areas as refrigerated trucks and modern sorting and processing facilities. The measures require foreign retailers entering the Indian market to put at least half of their investments during the first three years of operations into processing and other back-end facilities. In another compromise aimed at deflecting domestic opposition, only cities with populations of at least one million - there are 53, census records show - will be eligible for the stores.

Given the continuing constraints the new policy places on major retailers, it was still unclear how aggressively they would seek to enter India. The policy also allows state governments to block major retailers from setting up operations, and includes a requirement that retailers buy 30 percent of their supplies in India, which could prove difficult for some.

Still, the plan was widely welcomed by most economists and big-business executives, who have been urging the government to open the economy further to competition and consolidation. "These measures are clearly positive and if not rolled back bode well for all asset classes," Rohini Malkani, an economist at Citibank India, wrote in an analysis.

Mr. Singh is taking a big political risk with the economic proposals, which could end up breaking up his governing coalition. Mamata Banerjee, the chief minister of West Bengal and a crucial partner in the coalition, has announced that she is opposed to allowing major foreign retailers to operate in India.

"We are totally against these decisions," Kunal Ghosh, a spokesman for Ms. Banerjee, said Friday. "We were not consulted by the government."

Asked whether Ms. Banerjee would leave the coalition and effectively topple the government as a result of Friday's measures, Mr. Ghosh refused to answer. "If we withdraw support, the main problem will not be solved," he said.

Ms. Banerjee will hold a party conference in Calcutta on Tuesday to consider her next course.

The measures announced Friday would also allow foreigners to own up to 49 percent of the value of domestic airlines, a policy that is considered a sop to Kingfisher Airlines, which has been struggling financially.

"Denial of access to foreign capital could result in the collapse of many of our domestic airlines, creating a systemic risk for financial institutions and a vital gap in the country's infrastructure," a government statement said.

Foreigners would be allowed to own up to 49 percent of exchanges for trading electric power, and foreigners would be allowed to own up to 74 percent of broadcast services like TV channels under the new policies.

The government also announced that it would sell 10 percent of its stake in Oil India, 12.5 percent of its stake in the aluminium maker Nalco, 9.59 percent of its stake in Hindustan Copper and 9.33 percent of the Metals and Minerals Trading Corporation of India, a crucial source of foreign exchange in India.

Chennai: The Hyderabad-based IPL team Deccan Chargers remained unsold today after the sole bid from the PVP Ventures was rejected on the basis of the payment terms offered by them.

The Board of Control for Cricket in India said the offer met its eligibility and suitability criteria but was it was unacceptable to the DCHL.

"The bid that was received by Deccan Chronicle Holdings Limited met the BCCI's eligibility and suitability criteria.
The BCCI later issued a press release and said the Board had no role in Chargers' decision to reject the bid.

"The bid was then reviewed by Deccan Chronicle Holdings Limited who, in its discretion and with no role being played by BCCI, rejected the bid on the basis of the payment terms offered by the bidder," a BCCI release said.
The Deccan Chargers also reiterated it. "Price and terms are not acceptable," they said.
However some sources also say the PVP Ventures pulled out after the banks asked for collaterals and guarantees from them, nothing that was mentioned in the original bid document.
Asked if a new tender will be floated since the lone bid has been rejected, Srinivasan said, "You have to ask Deccan Chargers, now it's upto them. The franchise is on (exist). The BCCI has issued a notice to the franchise to clear certain defects. We have given them some time, but that is between BCCI and the franchise."

According to sources, bids could also be put out for a fresh team. The final decision will be taken in a BCCI Working Committee meeting on September 15.

Earlier this morning, the BCCI received just one new buyer after it opened the bids for the financially depleted franchise, with the base price reportedly of Rs. 750 crore.

The PVP Ventures, owned by film producer PV Prasad, bid for the ownership rights of the team with that won the IPL title in 2009.

The Deccan Chronicle Holdings, which has defaulted on loans and owes lenders some Rs. 5,000 crore, is shedding its cricket team to try and stave off bankruptcy.
A top BCCI official indicated that the Chargers' contract could be terminated at the Working Committee meeting and a new tender could be floated. There was also a possibility that the PVP company could be given the team.

"We will discuss the entire issue now and see what can be done. It is now up to the Working Committee to take a final decision on the issue," the official said.

Another top BCCI official expressed surprise that the bid of Rs. 900 crore was rejected by Chargers.

"We are very surprised that a bid of Rs. 900 crore plus has been rejected by Chargers. We thought that for a company that is in financial mess, the offer was a good one as it would have helped them clear their players' payment from the last edition. I guess they are being governed by the banks and that is the reason for rejecting the offer," the official said.

On what will be the next step for the BCCI, he said, "We need to wait till 5pm on September 15 when the timeframe of one month given to Deccan Chargers ends. If they don't pay the players' salaries, obviously the team would cease to exist. In any case they did a very wrong thing by mortgaging a BCCI property (IPL team) to the bank."

According to IPL constitution, the BCCI has right to encash the bank guarantee and pay the players' salaries from it. There is a precedence when Kochi Tuskers Kerala team was disbanded and BCCI encashed the bank guarantee.

Its accounts are also being forensically audited and the promoters face a criminal complaint for allegedly pledging shares twice over to borrow money.

The new potential buyer may have to pay the salary of the Deccan Chargers' players for the fifth edition of the IPL. The move will also help consortium of banks, which had loaned out significant amount to DCHL, to recover their money since the name of the team will remain Deccan Chargers.
The winning bidder had to meet BCCI’s eligibility criteria and other requirements. This was the first time an entire IPL franchise has been put on the block by its owners, although Rajasthan Royals sold a small stake in 2009 to the actress Shilpa Shetty and her husband Raj Kundra.

According to the tender notice, which had appeared a few days' back in national newspapers, "under this invitation to tender issued by DCHL, the winning bidder will acquire from the DCHL on an "as is where is" basis the right to own and operate the IPL team currently known as Deccan Chargers, which is and will continue to be based in Hyderabad and which competes in the Indian Premier League and which has the opportunity (if applicable and subject to qualification) to compete in each and any CLT20 which is staged from 2013 onwards".

The term "as is where is" means that the new buyer will have to use the name Deccan Chargers and will have to clear the liabilities of the current owner.

According to the IPL constitution, 5 per cent of the bidding amount will be acquired by the BCCI.

Earlier in June, DCHL had appointed investment banking institution, Religare to find a potential buyer but they were unable to find one, who would readily buy the team with its financial liabilities.

LUCKNOW: Lucknow bench of the Allahabad High Court on Wednesday reserved its judgment on PILs seeking direction for initiation of criminal proceeding against former Uttar Pradesh Chief Minister Mayawati and her cabinet colleague Naseemuddin Siddiqui in the alleged Taj Corridor scam. It is likely to pronounce the decision after Dussehra vacations, though no specific date has been fixed.

While on behalf of the petitioners counsel CB Pandey argued before the bench of Justice Imtiyaz Murtaza and Justice Ashwini Kumar Singh, senior counsel Satish Chandra Mishra along with a team of advocates represented Mayawati and other respondents.

A special CBI court had dropped the proceedings against Mayawati and Siddiqui in 2007 for lack of prosecution sanction, which was not granted by then governor. The CBI did not appeal against the order. Subsequently, three PILs were filed in 2009 challenging the decision of the CBI court. Later, three more PILs were filed in this connection later. Later, several hearing notices were issued by the court to Mayawati and Siddiqui.

Lucknow: The Uttar Pradesh power department today submitted a schedule before the Lucknow bench of the Allahabad High Court on power being supplied to 'VIP' districts.

The power department informed the court that six districts - Kannauj, Etawah, Mainpuri, Rampur, Amethi and Rae Bareli - had uninterrupted power supply because of frequent VIP visits.

This was done after a Public Interest Litigation (PIL) was filed by lawyer Ashok Pandey. In the petition, Mr Pandey stated that six districts in the state enjoyed 24-hour uninterrupted power supply unlike the situation in the rest of the state. The petitioner had prayed that uninterrupted supply to the VIP districts should be withdrawn and it should be at par with other districts.


The two-judge bench of Justice Amitav Lala and Justice Anil Kumar said that the supply to VIP districts was "disturbing" and the Power Department should submit an affidavit in the court stating the reasons for 24-hour power supply to these districts. The affidavit has to be filed by September 20.

The six districts include Rae Bareli and Amethi, constituencies of Sonia and Rahul Gandhi. 
Also in that list, the districts of Mainpur and Etawah that fall in the Akhilesh Yadav bastion, Kannauj which is his wife Dimple Yadav's constituency.
Rampur, the constituency of senior minister Azam Khan.

Amethi and Rae Bareli recently joined this list of VIP districts after Congress president Sonia Gandhi reached out to Mulayam Singh asking her for improving power supply.

Riyadh: Saudi Arabia says eight suspected al-Qaeda members wanted by security authorities have turned themselves in and are being investigated.

Interior Ministry spokesman Maj Gen Mansour al-Turki said in a statement today that one of the suspects was among the kingdom's 85 most-wanted fugitives.

He did not say when the eight turned themselves in but said they have been reunited with their families.

Al-Turki said the suspects' return to Saudi Arabia was arranged with authorities in the countries they had fled to, and that Interpol had been informed.

Many al-Qaeda militants fled to neighbouring Yemen after a crackdown in the kingdom, then carried out cross-border attacks from a new base there to threaten the monarchy that rules Osama bin Laden's homeland.

Kolkata, Sep 8 (IANS) In a virtual replay of the Norway children custody case, a US-based Indian couple from West Bengal has been given limited access to their one-year-old son by the authorities who took the child under their care after he suffered head injury.
Debasish Saha, 28, an engineer based in the US state of New Jersey, said his son Indrasish fell from bed Aug 9 and was wounded on the head.
Saha, whose father Nirmal Saha lives in Balurghat in West Bengal's South Dinajpur district, shifted to New Jersey July 22.
"I was not at home when Indrasish fell and almost became unconscious. My wife Pamela called me up and I rushed home and took my child to a doctor and started the treatment," Saha told TV channels.
The child was admitted to a hospital and underwent a surgery, he said.
The US authorities have now restricted Saha and his wife's access to the child over the last few days.
"The child protection team from the division of youth and family services, New Jersey, told us that they will look into how the child fell from the bed. And till they ascertain the reason, they would keep the child in their custody," said Saha.

 The matter came up before a New Jersey court Friday and it asked Saha to appear with a lawyer Sep 14.
The court has also asked Saha to suggest names of relatives who could be given the custody of the child.
Apprehending that the child would be taken away from them and handed over to foster care, Saha said: "Now, we are being allowed to meet the child for two hours every week, in the presence of a representative of a child protection team."
The engineer also said it would be difficult for him to bear the huge cost of hiring a lawyer.
In a similar case, two non-resident Indian children were kept in foster care in Norway for nearly a year after they were separated from their parents on grounds of alleged negligence.
After the Indian media highlighted the issue, the Indian government put in all diplomatic efforts to ensure that the siblings returned to their homeland and grew up in their family environment.
The custody of the siblings - three-year-old Abhyigyan and one-year-old Aishwarya - was given to their uncle Arunabhash Bhattacharya by a Norwegian court in the city of Stavanger in April, following which the Indian government facilitated their return to India.

WASHINGTON: Five Indian companies including Larsen & Toubro, Hindustan Unilever and Infosys are ranked on Forbes magazine's list of "The World's Most Innovative Companies" topped by four US companies.

Larsen & Toubro with an annual sales growth of 19 percent is ranked ninth in the world followed by Hindustan Unilever (12) with 11.4 percent. Infosys (19) comes third with 12.7 percent growth thanks to what the US business magazine called a lower "innovation premium."

This measures the difference between the value of the company's existing businesses and its expected future innovations. Companies must also have $10 billion in market capitalization and spend at least one percent of their asset base on research and development.

Tata Consultancy Services (29) with 19.5 percent was fourth among Indian companies with Sun Pharmaceutical Industries (38) with a 14.6 growth bringing up the rear.

Four US companies- Cloud computing king Salesforce.com, drug major Alexion Pharmaceuticals, internet retail giant Amazon.com and open source software leader Red Hat took the top four places.

Forbes said its analyses show at least three key things that the innovative companies do to create and sustain an innovation premium. These were: How well companies leverage people, process, and philosophies, differentiates the best in class from the next in class when it comes to keeping innovation alive and delivering an innovation premium year after year.

Forbes also featured S.D. Shibulal, cofounder and CEO of Infosys (#19 this year; #15 last), calling him "both observer and experimenter." In his 30 years at Infosys Shibulal says "there is nothing that I have not done."

He was the first sales person, has done account management, launched its internet consulting practice, is a network expert, helped design and launch its first ecommerce application, and has been the head of both delivery and sales, the magazine noted.

To get a new perspective, Shibulal took a five year sabbatical to work for another firm, Sun Microsystems, Forbes said. He's also known as an experimenter and "gadget freak" and revered as a "gizmo guru."

Forbes said it had found that successful leaders personally understand how innovation happens and they try to imprint their behaviours as processes and philosophies within their organization.

The Taliban are involved in a quarter of Afghan security personnel attacks on Nato colleagues, according to a military commander.

The surge of assaults, unprecedented in modern warfare, have seen Afghan troops opening fire on their Nato colleagues more than 30 times this year,killing at least 45 foreign troops — most of them Americans.

US Lieutenant General James Terry, head of Nato-led coalition’s joint command in Afghanistan, said 25-26% of the attacks were “insurgent-related”. In an overnight briefing to reporters in Washington via video link from Afghanistan, he said 10% of attacks are “directly connected” to insurgents and classified 15% as “insurgent-associated”.

“In other words, there’s some indication there as soldiers commit the offences, they escape from the area. There’s some insurgent facilitation that — that helps them. So that’s where you get the 25% from, and that’s the insurgent involvement,” he said.

He said officials did not know the exact cause of the remaining attacks, but estimated another 25% were “personal”, which he admitted could be eased by greater understanding of cultural sensitivities.

New Delhi: The Punjab and Haryana High Court today restrained toll tax collection on the Delhi-Gurgaon expressway for the next 15 days, saying the concessionaire had failed to avoid chaos and free flow of traffic on the highway.

The suspension was made effective from midnight. The Division Bench comprising Acting Chief Justice Jasbir Singh and Justice Rakesh Kumar Jain passed the order after Delhi-Gurgaon Super Connectivity Limited (DSCL), the stake holder, failed to comply with its order of finding a solution to the problem of congestion on the toll plaza.

Fixing September 20 as the date for next hearing of the case, the court directed the National Highway Authority of India (NHAI) to hold meeting with the state government andDSCL management to discuss over the issue.


The court, on August 16, had asked the company to put additional collection windows and deploy personnel with hand held collection machines for smooth traffic movement.

With the company failing to comply with the order, the court had sternly warned it of suspending collection of taxes, and had  sirected the Gurgaon traffic police to file a status report on the steps taken by the company in this regard.

Today's order came after the Gurgaon traffic police submitted its report, holding that the private body lacked the required staff to deal with the problem.

It also accused the concessionaire of being unwilling to spend money for expansion of infrastructure.

Charlotte, North Carolina: Michelle Obama rarely mentions Mitt Romney by name. But everything she says during this presidential campaign is meant to draw a contrast between her husband and his Republican challenger.

She implies that Romney, who had a privileged upbringing, can't relate when she tells middle-class voters that President Barack Obama understands their economic struggles because he has struggled too. And she suggests Romney would have other priorities when she says her husband's empathy will result in a second-term agenda focused squarely on middle-class economic security.

The first lady will make her case to millions of Americans on Tuesday when she headlines the first night of the Democratic Party's national convention, where two days later her husband will accept the party's presidential nomination for a second time. Her high-profile appearance underscores her key role in his re-election bid: chief defender of his character and leader in efforts to validate the direction he is taking the country.


Once the reluctant political spouse, she has embraced that mission to sell her husband anew throughout the summer while raising money for the campaign and speaking at rallies in battleground states.

These days, Mrs. Obama's speeches are peppered with references to the president's upbringing in Hawaii, where he was raised by a single mother and his grandparents. She talks about the student loans he took out to pay for college and the years it took to pay them back.

When Romney accused Obama of running a "campaign of hate," the first lady delivered Obama's strongest counterpoint - without mentioning the Republican candidate.

"We all know who my husband is, don't we? And we all know what he stands for," she said, standing alongside the president at a campaign rally in Iowa.

Key to Mrs. Obama's campaign strategy is maintaining her own personal appeal.

Anita McBride, who served as first lady Laura Bush's chief of staff, said that means staying away from the vitriol that has permeated the White House campaign.

"There are plenty of attack dogs in this campaign," McBride said. "She doesn't need to be one of them."

In many ways, the first lady's challenge Tuesday night will be more difficult than it was when she spoke at the 2008 Democratic convention. Back then, her mission was to vouch for her husband's personal qualities. This time around, she also has to persuade voters to stick with him amid high unemployment and sluggish economic growth.

Many Americans didn't know Mrs. Obama and some viewed her suspiciously ahead of the 2008 convention. Republicans had questioned her patriotism throughout the campaign because she told voters during the primary that "for the first time in my adult lifetime, I'm really proud of my country."

Her convention speech sought to put those issues to rest. She declared "I love this country" and used personal stories about her marriage to assure voters they had nothing to fear about her and her husband's values.

Since moving into the White House, Mrs. Obama has focused on tackling childhood obesity and assisting military families. She's largely steered clear of her husband's political battles, at least in public.

But behind the scenes, she's a sounding board for her husband on pressing policy matters. She also has increasingly promoted his health care overhaul after it was upheld by the Supreme Court.

Aides say she will sprinkle her remarks Tuesday with a defense of the president's policies, including the health care law and the Lilly Ledbetter Fair Pay Act, which was the first legislation Obama signed into law. The act makes it easier for women to sue for equal pay if they earn less than their male counterparts. Obama has made the law a key part of his election year appeal to women, who could give him an edge over Romney in a tight race.

The first lady arrived in Charlotte on Monday and informally rehearsed at the Time Warner Cable Arena. She also taped interviews for entertainment programs that will air before her speech.

Mrs. Obama is staying in Charlotte during the three-day convention and will focus on shoring up support for her husband among key constituencies. She plans to speak to the party's African-American, Hispanic and women's caucuses and address a gay and lesbian luncheon. Along with the vice president's wife, Jill Biden, the first lady will also participate in an armed services event Thursday and put together care packages for U.S. troops serving overseas.

Mrs. Obama will join a crowd of up to 74,000 people at an outdoor football stadium in Charlotte on Thursday night when the president formally accepts the Democratic nomination. The first lady is not expected to have a speaking role that night, but she, and possibly her young daughters, will join the president on stage, leaving voters with fresh images of the photogenic family.

Cancelled UK London Metropolitan University students offered other university - India

Over 350 Indian students are among nearly 2,600 non-EU students being offered places at various universities after the London Metropolitan University (LMU) was stripped of its licence to admit and teach international students last week.
A taskforce constituted to support current students at various stages of their courses is coordinating offers of places from universities in London and other places.
Some universities have offered to charge the same fees as LMU even though their fees are higher than LMU's.
LMU lost its licence last week after UK Border Agency 'systemic and serious errors' in the university's recruitment of international students, including from India.
The action sparked concerns about the impact it would have on the UK's standing in the international student recruitment market.
Indian students who had acquired student visas and were in the process of travelling to London to start their courses this month have been told to cancel their plans after the revocation.
The University of East London (UEL) has set up a hotline for LMU students, while others Middlesex University, University of Bedfordshire and De Montfort University have also expressed interest in accepting LMU students affected by the licence revocation.
LMU has closed its offices in New Delhi and Chennai, while the university has informed some of the affected new students that they could have fees refunded.
Leicester-based Dominic Shellard, vice-chancellor of De Montfort University, said he was happy to see if London Met students could be accommodated at his institution.
Shellard told the media: "Our offer to help is not about financial gain. That is why a consortium approach through the taskforce is important. It would scotch the notion that some universities are trying to cream off students".
