Global warming gases have hit record levels in the world's atmosphere, with concentrations of carbon dioxide up 39 percent since the start of the industrial era in 1750, the U.N. weather agency said Monday.

The new figures for 2010 from the World Meteorological Organization show that CO2 levels are now at 389 parts per million, up from about 280 parts per million a quarter-millenium ago. The levels are significant because the gases trap heat in the atmosphere.
WMO Deputy Secretary-General Jeremiah Lengoasa said CO2 emissions are to blame for about four-fifths of the rise. But he noted the lag between what gets pumped into the atmosphere and its effect on climate.
"With this picture in mind, even if emissions were stopped overnight globally, the atmospheric concentrations would continue for decades because of the long lifetime of these greenhouse gases in the atmosphere," he said.
Negotiators from virtually all the world's nations will gather later this month in South Africa to try to agree on steps to head off the worst of the climate disruptions that researchers say will result if concentrations hit around 450 parts per million.
That could happen within several decades at the current rate, though some climate activists and vulnerable nations say the world has already passed the danger point of 350 parts per million and must somehow undo it.

Brussels:  The 17 finance ministers of the countries that use the euro converged on EU headquarters Tuesday in a desperate bid to save their currency - and to protect Europe, the United States, Asia and the rest of the global economy from a debt-induced financial tsunami.

The ministers were discussing ideas that would have been taboo only recently, before things got as bad as they are: countries ceding fiscal sovereignty to a central authority; some kind of elite group of euro nations that would guarantee one another's loans - but require strong fiscal discipline from anyone wanting membership.

German Chancellor Angela Merkel reiterated her support for changes to Europe's current treaties in order to create a fiscal union, that will include binding and enforceable commitments by all euro countries.

"Our priority is to have the whole of the eurozone to be placed on a stronger treaty basis," Merkel said Tuesday in Berlin. "This is what we have devoted all of our efforts to; this is what I'm concentrating on in all of the talks with my counterparts."

Merkel acknowledged that changing the treaties - usually a lengthy procedure - won't be easy because not all of the European Unions 27 member states "are enthusiastic about it." But she dismissed reports that the eurozone, or some nations within the bloc, might go ahead with a swifter treaty between governments.

Changes to existing eurozone rules are being touted as one way the eurozone can get out of its debt crisis, which has already forced bailouts of Greece, Ireland and Portugal, and is threatening to engulf bigger economies such as Italy, the eurozone's third-largest. If Italy were to default on its debts of around euro1.9 trillion ($2.5 trillion), the fallout could spell ruin for the euro project itself and send shock waves throughout the global economy.

Even countries outside the eurozone were ratcheting up pressure on the ministers to find a solution. President Barack Obama, meeting with top EU officials on Monday, said a European failure to resolve its debt crisis would complicate his own efforts to create jobs in the US. And even Poland, historically wary of German dominance beyond its borders, appealed for help.

"I will probably be the first Polish foreign minister in history to say so, but here it is," Radek Sikorski said in Berlin. "I fear German power less than I am beginning to fear German inactivity. You have become Europe's indispensable nation."

Illustrating the urgency is the fact that eurozone governments have euro638 billion ($852 billion) in past debts coming due in 2012, of which 40 percent needs to be refinanced in the first four months of the year, according to a Barclays Capital estimate last week.

In a reminder of the urgency, Italy's borrowing rates shot up Tuesday to rates above 7 percent, an unsustainable level on a par with rates that forced the others to seek bailouts. Markets rose generally for the second day on the expectation that the enormous pressures on European ministers would produce results.

At the top of Tuesday's agenda is finding a means to more fully integrate the eurozone's disparate nations - ranging from powerful Germany to tiny Malta - both politically and financially. And the ministers must do it fast, without the delays caused by democratic niceties like referendums that have led many EU reforms to take years to implement.

France's finance minister, Francois Baroin, said Tuesday on France-Info radio that countries should integrate their budgets more closely and monitor one another's spending.

"We have to modify eurozone governance," Baroin said. "We definitely have to move toward more integrated budgetary consolidation, fiscal convergence with our neighbours."

He said France and Germany - which have largely been calling the shots on efforts to overcome the crisis - will make proposals on how eurozone countries can monitor one another under such a new system.

The 17 ministers are expected to discuss jointly issuing so-called eurobonds - an all-for-one, one-for-all way of having the different countries guarantee one another's debts. Right now each nation issues its own bonds, meaning that while Italy pays above 7 per cent, Germany pays about 2 percent.

Having stronger countries like Germany stand behind the general European debt would lower Italy's borrowing rates - and perhaps avoid a debt spiral that leads to a national bankruptcy. At the same time, it would raise Germany's cost of borrowing, and that's why Germany has been fiercely opposed to the eurobond proposal.

A French official said Tuesday that France may propose joint bonds among a subset of eurozone countries although Germany has said it opposes the idea. The French official said discussions about such bonds, with the participating countries not yet specified, is under discussion ahead of a summit of European Union heads of government in Brussels next week.

The official spoke on condition of anonymity because the sensitive, closed-door talks are still under way.

Proponents of elite bonds say the proceeds could be used to help the eurozone's weaker countries deal with their debts, in return for strict conditions being imposed on their budgets. Critics argue that further fragmenting the eurozone into strong countries and weak countries would benefit no one.

On Monday, German Finance Minister Wolfgang Schaeuble dismissed reports that such bonds were under serious consideration.

The head of Germany's powerful exporters association backed an even more radical solution - Greece and Portugal should leave the eurozone.

BGA association president Anton Boerner told The Associated Press that the radical move would be the only way for Greece, and to a lesser extent for Portugal, to spur the growth needed to overcome their crippling debts.

Boerner says the devaluation of a new Greek currency would bring the country's prices and wages roughly in line with Turkey's and greatly boost its competitiveness.

The whole world is watching the developments. It's not just a currency used by 332 million people that is at stake. As Merkel and others have said, if the euro fails, so too does the 27-nation European Union, a rousing diplomatic success that united a continent ripped apart by two world wars.

"The biggest threat to the security and prosperity of Poland would be the collapse of the eurozone," Poland's Sikorski said Monday. "And I demand of Germany that, for your own sake and for ours, you help it survive and prosper. You know full well that nobody else can do it."

If the euro fails, bank lending would freeze, stock markets would likely crash, and Europe's economies would crater. Nations in the eurozone could see their economic output fall temporarily by as much as 50 per cent, according to UBS forecasters. The financial and economic pain would spread west and east as the US and Asia get ensnared in the credit freeze and their exports to Europe collapse.

Fort Worth, Texas:  American Airlines' parent company is seeking Chapter 11 bankruptcy protection as it seeks to unload massive debt built up by years of accelerating jet fuel prices and labor struggles.

The nation's third largest airline also said its CEO Gerard Arpey will step down. He's being replaced by Thomas Horton, currently the company's president.

Fort Worth, Texas-based AMR Corp., along with its regional affiliate AMR Eagle Holding Corp. said Tuesday that they filed voluntary petitions to reorganize.

American says it sought protection to reduce its costs and debt to remain competitive. The airline will continue normal flight operations during the reorganization.

American is the only U.S. legacy airline that hasn't filed for bankruptcy protection. The last major airline to file for bankruptcy protection was Delta in 2005.

American says labor-contract rules force it to spend at least $600 million more than other airlines. That's partly a result of AMR avoiding bankruptcy last decade, while airlines like United and Delta were able to scrap existing labor contracts after filing Chapter 11.

Besides higher labor costs, American also struggled with rising jet fuel costs. Jet fuel cost an average of $3 per gallon so far this year - a record according to government data that goes back to 1990. Jet fuel is more expensive now than the average of $2.96 per gallon in 2008, when oil rose above $147 per barrel for the first time. It's risen 56.4 percent in the past five years. The average price of jet fuel was $1.92 per gallon in 2006.

American lost $162 million in the third quarter and has lost money in 14 of the last 16 quarters.

Analysts have speculated about a bankruptcy filing as the shares sank and AMR struggled to make money while its rivals reported profits. Most recently, AMR's inability to reach a contract with its pilots fueled talk about a possible filing.

No business has been conducted in either house since Nov 22, day one of the winter session, slated to discuss important bills, including the anti-graft Lokpal bill.
Lok Sabha Speaker Meira Kumar is likely to call a meeting of opposition leaders later to end the logjam, triggered by various issues, including inflation, statehood for Telangana and now the FDI controversy.
The cabinet approved 51 percent FDI in multi-brand retail and 100 percent in single brand retail.

New York: A 27-year-old "al-Qaeda sympathiser" who planned to carry out terror attacks in the US targetting police and military personnel returning home from Iraq and Afghanistan has been arrested, US officials said.
Jose Pimentel of Washington Heights in Manhattan faces terrorism related charges, including conspiring to build a bomb for terrorist purposes and possessing a bomb.
Pimentel, arrested by New York City police officers on Saturday from an apartment, is an "Al-Qaeda sympathiser who was plotting to bomb police patrol cars and also postal facilities, as well as target members of our Armed Forces returning from abroad" using pipe bombs, Mayor Michael Bloomberg said at a news conference.
"The suspect was a so-called lone wolf, motivated by his own resentment of the presence of American troops in Iraq and Afghanistan, as well as inspired by al-Qaeda propaganda. He was not part of a larger conspiracy emanating from abroad," Bloomberg said.
The terror suspect represents "exactly the kind of threat" authorities have warned about, as American military and intelligence agencies have eroded al-Qaeda's ability to launch large-scale attacks, the Mayor said.
Pimentel, an unemployed native of the Dominican Republican, is a US citizen. He was under police surveillance since 2009 and his extreme positions "made some of his like- minded friends nervous," Police Commissioner Ray Kelly said.
The commissioner said that Pimentel even talked about changing his name to Osama Hussein in honour of two of his deceased idols al-Qaeda leader Osama bin Laden and Iraqi dictator Saddam Hussein.

New Delhi:  A judge in the Delhi High Court asked today why being arrested leads to so many people feeling unwell.

"Why everybody falls sick after he is taken into custody?" asked Justice V K Shali, while considering a request for bail by Bollywood producer Karim Morani, who has been arrested in connection with the telecom scam.

Mr Morani's lawyer said the producer is a heart patient and his health is deteriorating. Justice Shali will hear the case next on December 1, when Tihar Jail authorities will submit his medical records.

Mr Morani was arrested in May for his alleged role in the telecom scam masterminded by former minster A Raja. 14 people are in jail including Mr Raja and Kanimozhi, the Rajya Sabha MP whose father heads the DMK.

Like the others, Mr Morani has been accused of criminal conspiracy by the CBI, which is investigating the case. Mr Morani allegedly helped route a 214-crore kickback to Mr Raja from a firm the former minister had obliged.

The trial in the telecom case begins on Friday.

Lucknow: There is nothing new in Mayawati government's intolerance to rebellion or criticism. But in the case of DIG (fire services) D. D. Mishra, this trend has seen its zenith.

Never in the past any officer, be it an IAS or an IPS, was treated the way the state government dealt with Mishra, a senior IPS officer. He was gagged and detained in his own office and shifted to a mental hospital. No officer had been dealt with in this manner ever in the history of the state.

Though some of his colleagues supported Mishra's claims of corruption in the fire department even those officers who had exceeded their official brief or acted "abnormally" were never sent to a mental asylum.

Mishra had on Friday described the BSP government as "thoroughly corrupt". He had also alleged that some senior bureaucrats were coercing him to sign documents pertaining to shady purchase deals. But soon, the state administration swung into action and Mishra was detained from the press conference and taken forcibly to the hospital.

Mishra was described as "an honest and sincere officer" by two DG rank IPS officers. "Mishra has worked with me and I found him honest to the core," said one of the officers, requesting anonymity.

This is not the first time that the issue of corruption has cropped up in the fire services department of UP. In 1998, Mayawati's first tenure as CM was rocked by a float pump scam. Payment of Rs. 4 crore as kickbacks was alleged in the purchase of faulty float pumps.

"There cannot be smoke without fire. If one recalls the float pump scam, Mishra's charges of corruption definitely calls for a thorough probe," the officer added. He also termed the "high-level" probe ordered by the state government an eyewash. If one considers some of the bizarre incidents involving senior officials in Uttar Pradesh and the government's response to them, Mishra's case particularly stands out in the harshness of action against him.

Dr Kuldip Saini, a 1972 batch IAS officer, had set her official residence on fire in the state capital but the government of the day simply overlooked. She continued to stay in the official accommodation and behave abnormally.

Another example is that of IPS officer D. K. Panda. Claiming to be Lord Krishna's beloved 'Radha', he shed his police uniform and started dressing up like a married woman in a sari and make-up. He was suspended for attending official meetings dressed as a woman but even he was not sent to a hospital. The government later granted him an honourable exit by way of voluntary retirement.

Mishra is not the only officer hounded by the state government for exposing the rot in the system, especially by the Mayawati government. Raising voice against corruption is bound to invite trouble for any officer under the present dispensation, said a senior bureaucrat.

There are numerous cases in which senior officials were targeted by the Mayawati government for blowing the whistle on corruption.

New Delhi:  Under pressure to unearth black money stashed abroad, India has more than doubled its requests to obtain classified funds information from tax havens and other countries in the last two years, according to a report by a global financial body.

A progress report, presented by Organisation for Economic Cooperation and Development (OECD) Secretary General Angel Gurria to G-20 Heads of the governments during the recent summit in Cannes, also said, "Significant additional revenues (are) expected over next two years" by India by pursuing measures related to anti-black money and counter-tax evasion.

The report covers measures undertaken by G-20 member countries to end banking information secrecy as it also chronicles India's impact after initiating measures to combat terrorist financing and money laundering in the last few years.

Prime Minister Manmohan Singh recently attended the crucial G-20 summit that asked tax havens to adopt better norms for sharing of tax information to check menace arising out of criminal funds.

"China and India provide examples of how economies in transition are using these new agreements. Since 2009, the number of information requests to foreign authorities in connection with tax examinations and investigations has almost doubled in China and more than doubled in India," the report said.

The number of information requests by India to foreign jurisdictions in connection with tax investigations has more than doubled, it said.

During the last two years, India has negotiated 19 new Double Taxation Avoidance Agreements (DTAAs) and 17 new Tax Information Exchange Agreements (TIEAs). In addition, 22 existing DTAAs have been re-negotiated.

India also became a full-member of global economic body the Financial Action Task Force (FATF) last year in pursuit of its fight against black money.

The government simultaneously has strengthened its tax enforcement agencies like the Income Tax department, allowing them to create a new Directorate of Criminal Investigation to probe illicit funds including those stashed abroad. It has strengthened its Financial Intelligence Unit (FIU) to detect suspicious transactions in economic channels.

"A very significant proportion of investment flowing into India, Russia and China is routed through low tax jurisdictions," the report said, adding that India is "actively participating" in the global efforts to enhance cooperation between tax authorities and law enforcement agencies to counter financial crimes and illicit flows.

Govt to fine pvt firms over delay of work

The private entities, whose services are being used by the Delhi government, will now be penalised for delays under the Time Bound Delivery of Services Act.
In a first, the state government has decided to issue notices and penalise a private firm, Virgo Softtech Private Limited, which supplies smart cards to the state transport department.
These smart cards are plastic cards with an integrated circuit and a microchip built into them to store information and ensure interactivity.
The bumper vehicle sales during the festive week leading up to Diwali has meant a significant shortfall, and thus a delay in issuing these smart cards to new vehicle owners.
Transport department officials say this shortfall is anywhere between 15,000 to 25,000 because of which an urgent review meeting of all motor licencing officers has been called on Thursday.
The issue came up because of the e-SLA, which allows daily online updates on the status of applications, and pointing out the ones that have exceeded the deadline.
Even the alarmed officials scampered through the files, fearing that the delay was caused by babu s who are now liable for penalties.
Luckily for them, it was found that the delay was being caused by a "snag" with the private supplier.
Sources said, of the 80,000 applications logged onto the e-SLA system by the department, approximately 4,000 have been delayed.
State transport commissioner R. Chandramohan said: "We are issuing notices to Virgo Softtech Private Limited and will penalise them for the delay. The criterion which applies to a government servant for delay will apply to them too." However, he added that the delay was more a shortfall issue than a technical one.

London: WikiLeaks' founder Julian Assange should be extradited from Britain to Sweden to face questioning over alleged sex crimes, London's High Court ruled on Wednesday, rejecting his appeal against the move.

Swedish authorities want to question the 40-year-old over accusations of rape and sexual assault made by two female former WikiLeaks volunteers.
Assange's lawyer said he was considering an appeal. He has two weeks in which to do so.
However, any appeal to Britain's highest judicial body, the Supreme Court, must be made on a point of law considered to be of general public interest.
Assange's whistle-blowing website caused a stir last year by publishing more than 250,000 secret U.S. diplomatic cables.

Shah Rukh Khan's technolgical masterpiece RA.One, one of the most expensive films made in India, has recovered its costs by earning Rs.170 crore worldwide in the opening weekend.

The superstar is congratulating his business partners on the superhero's box office success.

Eros International Media Ltd (Eros International) released the collection report stating that the film has got a record breaking opening--the highly anticipated Diwali collected of Rs. 137.25 crore (net collection Rs. 96 crore) in India and Rs. 32.75 crore overseas.

Apart from this, Shah Rukh Khan had reportedly sold the satellite rights for Rs.37 crore, the music rights for Rs.8 crore and ancillary rights for Rs.10 crore even before the film had hit the screens.

"As always, my heart doesn't crunch numbers and heroes don't count zeros...but it's nice to know how RA.One is flying," he further tweeted. "Ga Ga ooh la la...Ra Ra Ra.One. Thrilled with response. Congratulations to my business partners."

Made at a budget of Rs.150 crore, the film, described as best in terms of technology, opened across more than 4,000 plus screens worldwide--3,100 plus screens in India and 904 prints internationally, including 3D and has become the biggest Hindi grosser in southern market too.

"RA.One released to packed houses across the country on Diwali day and has already created history by taking over the mantle of the biggest domestic earner so far.

|The film continues to be on its record breaking spree with several new achievements since its release. It has touched the highest individual collection in circuits such as Mumbai, Delhi, Punjab and Rajasthan," Nandu Ahuja, senior vice president, distribution, Eros International Media Ltd said in a statement.

"We see repeat viewings of the movie with the 3-D version being equally sought after. With the Eid holiday also coming up next week and no other major film release, we are anticipating the film to continue doing huge numbers," he added.

Speaking on the film's overseas performance, Pranab Kapadia, president, distribution, Eros International, said:

"The film is enjoying a superb run across all major regions including UK, North America, Europe, Australia and the Middle East.

"Overseas, the film has broken SRK's own previous first weekend record established by My Name Is Khan and occupies the position of biggest Indian first weekend grosser overseas as well."

Eros plans to take the film to non-traditional markets--RA.One is scheduled for theatrical release in the first quarter of 2012 across several territories including South Korea, Hong Kong, Taiwan, Russia , Lebanon, Jordan, Syria and Palestine, Brazil, Spain, Italy and Greece .

Directed by Anubhav Sinha, RA.One saw the King Khan as G.One along with Arjun Rampal as RA.One and Kareena Kapoor. Though the critics didn't give it a thumbs up, the film's visual effects and state of the art production techniques have set a new standard in the Indian film industry.
