Govt to fine pvt firms over delay of work

The private entities, whose services are being used by the Delhi government, will now be penalised for delays under the Time Bound Delivery of Services Act.
In a first, the state government has decided to issue notices and penalise a private firm, Virgo Softtech Private Limited, which supplies smart cards to the state transport department.
These smart cards are plastic cards with an integrated circuit and a microchip built into them to store information and ensure interactivity.
The bumper vehicle sales during the festive week leading up to Diwali has meant a significant shortfall, and thus a delay in issuing these smart cards to new vehicle owners.
Transport department officials say this shortfall is anywhere between 15,000 to 25,000 because of which an urgent review meeting of all motor licencing officers has been called on Thursday.
The issue came up because of the e-SLA, which allows daily online updates on the status of applications, and pointing out the ones that have exceeded the deadline.
Even the alarmed officials scampered through the files, fearing that the delay was caused by babu s who are now liable for penalties.
Luckily for them, it was found that the delay was being caused by a "snag" with the private supplier.
Sources said, of the 80,000 applications logged onto the e-SLA system by the department, approximately 4,000 have been delayed.
State transport commissioner R. Chandramohan said: "We are issuing notices to Virgo Softtech Private Limited and will penalise them for the delay. The criterion which applies to a government servant for delay will apply to them too." However, he added that the delay was more a shortfall issue than a technical one.
